Election of Lay Delegates to the 2019 General Conference
This year (June, 2018), the California-Nevada Annual Conference will elect delegates to represent us at the special General Conference February 23-26, 2019, in St. Louis, Missouri. We will be electing 3 clergy delegates and 3 lay delegates.
Our procedure for electing Delegates to General & Jurisdictional Conferences is described in Division I., Section H. of our Standing Rules, found on pages 229–230 of the 2017 Conference Journal. Paragraphs 34-36 of The Book of Discipline (2016) specify qualifications for election. A summary is printed below:
Our Overall Philosophy
We are an inclusive and pluralistic church.  We desire to have a delegation that is representative of the entire Conference considering such factors as sex, age, race, sexual orientation, persons with handicapping conditions, geography, and Conference members who have gained experience at previous General and Jurisdictional Conferences as well as those who have never served as delegates.                   - Standing Rules, Division I. Section H. 1.
Nominations of Lay Delegates
The Conference United Methodist Women and United Methodist Men, all ethnic caucuses, the Commission on Religion and Race, Commission on the Status and Role of Women, Council on Youth Ministries, and Young Adult Council, shall encourage nominations for delegates to General and Jurisdictional Conferences and inform people of the responsibilities, time and travel involved.     - Standing Rules, Division I. Section H. 2. a.
Qualifications for Lay Delegates
The lay delegates to the General and jurisdictional or central conferences shall be elected by the lay members of the annual conference or provisional annual conference without regard to age, provided such delegates shall have been professing members of The United Methodist Church for at least two years next preceding their election, and shall have been active participants in The United Methodist Church for at least four years next preceding their election, and are members thereof within the annual conference electing them at the time of holding the General and jurisdictional or central conferences. - The Book of Discipline (2016), ¶36
