Clergy Benefits Task Force Chair Talks About Direct Bill Legislation

When the Clergy Benefits Task Force was established by Annual Conference Session 1½ years ago, one of the tasks assigned to it was to explore the possibility of direct billing – in which churches are billed for the actual costs of their pastors' compensation.

This June, the task force will bring direct bill legislation to Annual Conference Session. In explaining the rationale, the group's chair, Don Cunningham, cites the steps Bishop Brown has taken "to help us focus and get right-sized and right-systemed to be about mission and ministry." While he admits direct billing "doesn't do that, in and of itself," Cunningham says it's an important part of the process.
He says it's been his experience that change does not come "until you deal with one of two things: money and personnel."
